George can’t wait for the festivities to begin: pumpkin carving, costume contests, and especially the Annual Boo Festival in town. But the real fun begins when Bill tells George and Allie about the Legend of No Noggin, a spooky tale about a hat-kicking scarecrow that haunts the countryside on Halloween. Though George and Allie aren’t spooked by the story, they are determined to find out if No Noggin is really real.
